His design will be much less sinister than we've seen before asAlice is unaware (consciously) of the evil the Toymaker represents. Her battle is not with him - but with herself. So he's able to occupy a neutral (?) place in the Asylum representation of Wonderland. Subtle clues will hint at the nature of this creature but to those who have not played the previous installments these may be overlooked.
